I got some nice results the following way:
-Use your favourite layer-supporting paintprog
-duplicate the image in another layer
-set method of lighten-only
-use a gaussian-blur filter on the duplicated layer
-probably you have to adjust brightness/contrast
maybe it's better to adjust the brightness/contrast
before blurring, but you have to experiment a bit yourself ...
